PROTERIAL EARTH PROJECT IN AP - 

Product: Sintered neodymium-iron-boron NdFeB permanent magnets. These are the strongest commercial magnets available. Used in EV traction motors, wind turbine generators, drones, MRI machines, fighter jet actuators, missiles

Capacity: 1.2 ktpa = 1,200 tonnes/year. For context, India imported ∼1,700 tonnes of rare earth magnets in FY24. This plant alone covers ∼70% of current demand

Tech: Proterial = formerly Hitachi Metals. They invented NdFeB magnets in 1982 along with GM. Still among top 3 global patent holders. 

1 .TIMELINE & APPROVAL

Announced: June 16, 2026

Cleared by: State Investment Promotion Committee, AP, last week of June 2026

Site: Achutapuram SEZ, Anakapalli district. Same zone where Daikin, Yokohama, Laurus Labs already have plants

Construction start: Expected Q4 2026. Production target: 2028-29, per AP Industries Dept sources a0a5798f

2 . Why AP won this project

Mineral linkage

Beach sand: AP coast has 211 million metric tons of heavy minerals – ilmenite, rutile, zircon, garnet, monazite

Monazite: Only commercial source of light rare earths in India. Contains Neodymium + Praseodymium needed for NdFeB magnets

Processing chain: APMDC + IREL already separate monazite at Manavalakurichi & Chatrapur. Proterial plant will take Nd-Pr oxide from IREL/partner and make magnets. 

Policy push

Rare Earth Corridor: AP named 1 of 3 RECs in Union Budget Feb 2026

Centre’s ₹7,280 cr scheme: Incentive for domestic sintered magnet plants approved May 2026

State incentives: 25% capital subsidy, SGST reimbursement, power at ₹4.5/unit for 10 years under AP Industrial Policy d551798f

3. india’s existing rare earth setup in ap

AP isn’t starting from zero:

DAE’s REPM plant, Vizag: Makes 3 tons/year Samarium Cobalt magnets since 2022 for defence/atomic energy

IREL Rare Earths: Chavara & Manavalakurichi plants supply mixed rare earth chloride to Toyotsu Rare Earth India in Vizag, which makes Nd-Pr metal

Gap: India had metal/oxide capacity but zero large-scale sintered magnet plants till now. Proterial fills that gap 8213

4. Geopolitical angle

China chokehold: 92% of global NdFeB magnet output is China. In Apr 2025, China restricted magnet exports needing licenses

India response: Budget 2026 gave zero customs duty on monazite imports + PLI for magnets

US/Japan interest: Proterial’s plant helps Quad supply chain. Japan’s METI co-funding via JOGMEC possible. 

5. Who else is coming to AP for rare earths?

AP Industries Minister Nara Lokesh confirmed 10+ firms in talks:

Reliance: Evaluating magnet plant for EV vertical

Vedanta: Wants integrated monazite-to-magnet unit at Krishnapatnam

Adani: Planning RE processing park

Toyotsu: Expanding Vizag metal plant

Target: ₹50,000 cr investment over 10 years in titanium + rare earths . 

 6.What Proterial gets vs what India gets. 

Proterial: Access to IREL’s rare earth oxide, 2nd largest auto market, PLI subsidies, avoid US/EU China tariffs

India: Tech transfer for sintering/pressing/coating, import substitution of ∼$150 million/year, defence self-reliance, 1,200 direct jobs. 

Next milestones to watch:

Land allotment: 50 acres in Achutapuram SEZ – pending

Environmental clearance: MoEF for rare earth handling

Offtake deals: Likely Tata Motors, Mahindra, Ola Electric, DRDO

Phase 2: Proterial hinted at dysprosium-doped high-temp magnets if EV demand rises.
