OTT FILMS AND Web series NEED COMPLETE THE CENSOR CERTIFICATION BEFORE RELEASING IN OTT PLATFORMS

Right now OTT platforms are self-regulated under the IT Rules, 2021 through self-classification and grievance redressal. There’s no CBFC censor board clearance needed like in theatres.

Why the govt is considering this

Content concerns: Complaints about abusive language, nudity, violence, religious sentiments in web series

Consistency: Theatre films need CBFC certificate, but OTT doesn’t. Govt wants same yardstick

Parental control: To enforce age ratings like U, A, 18+ more strictly

Multiple PILs & Parliament questions have pushed for pre-censorship

Current OTT Rules - IT Rules 2021

Self-classification: 13+, 16+, 18+ ratings by platforms themselves

Content descriptors: Violence, sex, drugs, language warnings

3-tier grievance system: Platform > Self-regulatory body > Govt oversight committee

No pre-censorship required yet. 

Pushback from Industry

Filmmakers and platforms argue:

OTT is a "personal viewing" space, not public theatre

It will kill creative freedom and delay releases

Global platforms may hesitate to invest in Indian originals

Self-regulation + stronger grievance system could work instead

Status as of now: It’s still under "consideration". No law passed yet. MeitY + I&B Ministry have had meetings, but IT Rules 2021 are still in force.
