The Trigger: Bhubaneswar AQI Crisis Jan 2026

  1. Jan 1, 2026: AQI 305 = "Severe" category. First time Bhubaneswar hit severe in 5 years

Early Jan: AQI 248-294 "Poor to Very Poor" for days

Sources: Vehicle emissions 45%, road dust 25%, construction 15%, industrial + biomass 15%

Why winter: Temperature inversion traps pollutants. Firecrackers on Dec 31 worsened it

2. What BMC Is Installing

Name: Outdoor air purifiers / Dust collector-cum-air purifier units

Tech: Large towers with HEPA + activated carbon filters + ionizers. Suck air in, filter PM2.5/PM10, blow clean air out

Capacity: Each unit covers ∼100-300m radius, cleans 25,000-30,000 m³ air/hour

Cost: ₹15-25 lakh per unit est. Not officially disclosed yet

Phase 1 Locations:

Jaydev Vihar: 6-lane junction, 1.2 lakh vehicles/day, IIT-NIT-Bus Stand traffic

AG Square: Secretariat + govt offices, peak hour gridlock

3. How Effective Are Outdoor Purifiers?

Pros:

Localised relief: Cuts PM2.5 by 30-50% within 100m radius on still days

Public health: Helps pedestrians, traffic cops, vendors at junctions

Visible action: Shows govt response during AQI spikes

Cons/Limits:

Dilution effect: Open air = pollutants return instantly. Like "AC for outdoors"

Energy use: Each tower needs 10-15 kW power 24x7

Cost vs trees: 1 purifier = ₹20 lakh = 4000 trees. Trees absorb CO2 + cool + zero power

Maintenance: Filters need replacement every 3-6 months in dusty India

Expert verdict: IIT study Delhi 2023 showed outdoor purifiers reduce PM2.5 by 22% at 50m, <5% at 200m. Trees + emission cuts needed for real impact.

4. State Clean Air Programme SCAP - Rs 150 Crore

Launched June 5, 2025 by CM Mohan Charan Majhi to cover non-NCAP cities

Target: Cut PM10 & PM2.5 by 40% in 5 years vs 2024 baseline

12 Cities Phase 1: Sambalpur, Berhampur, Puri, Paradip, Keonjhar, Joda, Barbil, Bonai, Rajgangpur, Jharsuguda, Brajarajnagar, Belpahar

Action Plan:

Road dust: Mechanical sweeping + water sprinkling, paving shoulders

Vehicles: PUC checks, phasing out 15-yr old diesel, EV buses

Industry: CEMS for sponge iron + power plants, dust suppression at mines

Waste: Ban open burning, C&D waste processing plants

Monitoring: More CAAQMS stations, source apportionment studies

Funding: ₹150 cr from state budget. Approval awaited from Finance Dept as of Aug 2025

Water sprinkling: On all major roads during morning sweeping since Jan 2026

Construction norms: Covering materials, wheel washing for trucks

Public appeal: Mayor asked families to limit 4-5 cars, use carpool/cycle

Trees: 1 mature tree = 22 kg CO2/yr, cools 10°C, free maintenance after 3 yrs

Installed: Pilot units running at Jaydev Vihar, AG Square since Jan 2026

Data: OSPCB monitoring impact. No public report yet on % AQI drop

Next: If pilot works, BMC may add units at Master Canteen, Kalpana, Khandagiri

SCAP: City action plans being prepared for 12 cities using 5-yr pollution data .
